Аннотация: Изучаются языковые средства и способы отражения национально-культурной ценностной ориентации субъекта инаугурационного обращения к нации. Определяются особенности речевого воздействия, осуществляемого в публичной политической речи. Обосновывается значимость изучения жанра инаугурационной речи, состоящая в том, что в подобном выступлении не только намечаются основные направления будущей внешней и внутренней политики вновь избранного главы государства, но эксплицируется его ценностная духовная и морально-этическая ориентация. Рассматриваются понятия «ценность», «концепт», «культурный концепт», принимаются их рабочие определения, определяются основные национально-культурные ценности американского народа, устанавливаются соответствующие им базовые концепты. Рассматривается речеактовый состав исследуемых речей, определяются средства экспрессивизации речи. Выделяются наиболее частотные абстрактные существительные в инаугурационных речах трех последних американских президентов. Дается характеристика второго инаугурационного обращения Б. Обамы с точки зрения его политической и нравственной ориентации как политикадемократа. Выявляются элементы композиционного построения инаугурационного обращения, анализируется второе инаугурационное обращение американского президента Барака Обамы с целью выявления ее лексической наполненности, отраженных в ней национально-культурных ценностей. Представляется тематический контент второго инаугурационного обращения Б. Обамы, приводится облако слов данного обращения

Abstract: The article studies the linguistic means and ways of reflection of the national-cultural value orientation of a subject of an inaugural address to the nation. It defines the peculiarities of the impact produced by a public political speech. The author argues that the importance of study of the genre of inaugural address consists in the fact that it does not only lay out the main lines of the future interior and exterior policy of the elected head of the state but also explicates his value oriented spiritual and moral priorities. The article dwells on the notions of value, concept and cultural concept, formulates their working definitions, singles out the major national-cultural values of the American people and defines the basic concepts, corresponding to the major national-cultural values of the American people. It also deals with the identification of speech acts in the text of the speeches under consideration and defines the means of making the speech more expressive. The undertaken study figures out the most frequently used abstract nouns in the speeches of the three recent American Presidents. The author characterizes the second Barack Obama's inaugural address from the point of view of his political and moral orientation as a democrat and singles out the elements of its composition. The article also analyzes the second Barack Obama's inaugural address with the purpose of definition of its lexical inventory and the set of national-cultural values. It presents the topical content and the lexical cloud of the second Barack Obama's inaugural address
