Abstract: The author compares the meaning and usage of the words and expressions "the Russian citizens" (the people that live in Russia but do not belong to the Russian ethnic group) and the Russians (the people that belong to the Russian ethnic group). The author concludes that in the contemporary political communication the usage of these words is often the means of manipulation
